AI Bureaucrats
AI will not seize power from Governments. Governments will likely hand it over, one administrative decision at a time. Because modern states run on language, laws, ledgers, files and records; and AI is now the most capable processor of all of these on the planet. Every routine delegation of a bureaucratic decision to an AI system, is a transfer of discretionary State power to a non-human agent.
Governments must therefore stop treating AI adoption as simply an information technology procurement and start treating it as what it is: a constitutional question of who exercises the authority of the State. The window where humans still understand, and can still audit, their own administrative systems, is the window in which the rules around AI use and adoption in Government functioning must be written.
